What Is Democracy?

Democracy comes from the Greek word, “demos,” meaning people. In democracies, it is the people who hold sovereign power over legislator and government.

Democracy consists of four basic elements:
  • A political system for choosing and replacing the government through free and fair elections.
  • The active participation of the people, as citizens, in politics and civic life.
  • Protection of the human rights of all citizens.
  • A rule of law, in which the laws and procedures apply equally to all citizens.

Democracy is a form of government, where a constitution guarantees basic personal and political rights, fair and free elections, and independent courts of law.
